The Young People Local Authorities Refer to Us

Local authorities come to us for some of their most complex and vulnerable cases — children and young people who require provision outside of mainstream school, often at short notice, and always with significant safeguarding considerations.

Typically that means children in care requiring consistent, PEP-aligned support through placement changes, pupils in Education Otherwise Than at School (EOTAS) arrangements, young people awaiting specialist SEND placements who need interim provision, students who have been permanently excluded and require alternative provision under the council’s Section 19 duty, and complex SEMH cases where mainstream school is no longer appropriate.

We work directly with Virtual School Heads, education commissioners, AP managers, and SEND teams — understanding each young person’s circumstances before the first session begins.

How We Can Support Your Students

Alternative Provision

Personalised tuition for pupils who cannot access mainstream school, delivered in-home, in-school, or online. We plan for reintegration from the outset — and our reporting gives you the evidence you need at every stage.

Looked-After Children

Consistent, relationship-led support for children in care, aligned to PEP targets and matched to the individual child. For young people who have already experienced significant disruption, a trusted, consistent relationship with the right tutor is often what makes progress possible.

SEND & EHCP Support

Specialist one-to-one tuition for children and young people with EHCPs, aligned to EHCP outcomes and reviewed termly. Students are matched to tutors with the right experience for their profile of need — building confidence and making measurable progress throughout.

School Non-Attendance & EBSA

Structured support for young people who are unable to attend school, starting where the student is and building engagement and confidence progressively. Where reintegration is the goal, we plan for it from day one.

EOTAS Provision

Full or partial education for children whose EHCP names education otherwise than at school. Delivered flexibly around the young person’s circumstances, with clear progress reporting throughout.

The Tutor Doctor Difference

Every school and local authority we work with has different pressures, priorities, and students. Our approach is built around one consistent commitment: a local team that stays directly involved, moves quickly when it matters, and remains invested in your students throughout.

We're Accountable.

When you work with Tutor Doctor, there's always a named person responsible for your school's programme — someone who knows your students, understands your priorities, and is directly reachable when something changes.

We're Responsive.

Schools and councils need support that moves at their pace. Enquiries are answered the same day, placements are typically arranged within days, and if a student's circumstances change mid-programme, our local teams adapt quickly.

We're Invested.

We attend reviews, adapt programmes as circumstances change, and stay involved for as long as a school needs us. Some of our partnerships have run for over a decade — because that kind of continuity makes a real difference to the students who need it most.

National Reach with Local Accountability

Tutor Doctor combines national infrastructure with locally delivered support, giving schools and local authorities direct access to responsive teams who remain involved throughout each programme.
